Yeddyurappa slams BJP government .

The former Chief Minister B.S. Yeddyurappa launched the Karnataka Janata Paksha’s Jana Snehi Yatra in Basavakalyan in Bidar district on Friday with a frontal attack on the BJP government in the State, claiming that the government had reversed the upward trend of development achieved in Karnataka during his tenure as Chief Minister.
“Karnataka, which occupied second place in overall development in the country when I was Chief Minister, has slipped to 12th place now, after the failure of successive Chief Ministers to maintain the same tempo of development in all sectors,” Mr. Yeddyurappa said.
He said the KJP had begun preparing itself for the Assembly elections.
He added that he would undertake a whirlwind tour of 100 Assembly constituencies as part of the election preparation plans from January 5, after holding a meeting of KJP office-bearers meeting in Bangalore on January 4.
“The time is ripe for the regional party to make its presence felt in Karnataka, as national parties had failed to safeguard the State’s interests,” the former Chief Minister said

Revelling in ruins

K. Venkatesh, a freelance news photographer is back with his photography exhibition, which is almost an annual feature now. This time, the exhibition, titled “Beauty and The Beholder”, comprises 51 photographs featuring Olga B. Aaron, a Chennai-based transwoman and social activist, modelling among the ruins of Bidar’s imposing fortress, and Takht Mahal.
Bidar, in north Karnataka’s Deccan Plateau, is home to one of the largest forts in India with an almost six-mile diameter; it was built during the Bahamani rule. It was one of the largest kingdoms in India in the 15{+t}{+h}century. Venkatesh points out that despite its stature as the “envy of Rome”, Bidar has been largely ignored by everybody.
Venkatesh is well-known for using eunuchs as models for the first time in India, and has done an elaborate feature on the transgender festival and rituals at Koovagam (Tamil Nadu); he’s also produced perhaps the country’s first transgender calendar. Why does he repeatedly choose to work with transgenders? “Why not?” is his first instinctive response. “If they suit my subject, I will get them to model,” says Venkatesh who has interacted with transgenders for the last 15 years and produced three exhibitions featuring them.
“Nearly five years ago, I shot among the ruins in Bidar. But when I came back and saw my photographs, I felt they were too static and not communicating anything… there was no human touch. So I didn’t do anything with those pictures. Recently, when I was thinking about it again, I saw parallels between the neglected ruins of Bidar and the neglected lives of transgenders…” Olga, who had been to his photo show earlier, had expressed her desire to work with him.
Olga, who brought along her own costumes to the shoot, stands in stark colourful contrast to the rusty brown and black of the ruins, peeling plaster, and exposed bricks. She’s sprawled on the floor, her sari pallu spread out like in an ad, sometimes sitting dreamily in a vandalised nook in the wall, or simply basking sensuously in the sun among the arches. Or, clad in animal prints, she looks like she’s emerging from the fort’s shadows. Of course, Olga hadn’t heard of Bidar, and when Venkatesh spoke to her first about the project, he simply asked her to Google it!

‘No objection to starting civil aviation operations’

There was no objection from any stakeholders to starting civil aviation operations from the Air Force base here, P.C. Jaffer, Deputy Commissioner, said here on Monday.
A team of senior officials from the Defence Ministry, Civil Aviation and GMR group visited the Air Force base in the afternoon.
They inspected the air strip and control facilities, the civilian terminal and other areas.
Officials held a meeting at the Deputy Commissioner’s office later.
Those present included Rajkumar Khatri, Principal Secretary, Infrastructure; Uma Nanduri, Director, Defence Ministry, IAF officials, Vikram Singhania of GMR, K. Tyagarajan, Superintendent of Police, and Sunil Panwar, Deputy Conservator of Forests, according to a release.
Five years ago, the State government obtained the Defence Ministry’s permission to use the Bidar Air Force base for civil aviation operations.
GMR’s Objections
However, the Airports Authority of India did not clear the proposal, citing objections from the GMR group that operates the Rajiv Gandhi International Airport in Hyderabad, which has a flying distance of less than 150 km from Bidar.
The State government wrote to the GMR group to take over civil aviation operations at the Bidar base.
The GMR group had said that it would study the proposal.

KVAFSU to tie up with American universities (bidar).

The Karnataka Veterinary, Animal and Fisheries Sciences University (KVAFSU) will tie up with some American universities for exchange of faculty and students.
“We have had one round of discussions with deans of veterinary universities in Minnesota and Atlanta in the U.S. , about a mutually beneficial exchange programme. We have invited them to visit our facilities. They are expected within the next one or two months,” said KVAFSU Vice-Chancellor C. Renuka Prasad here on Monday.
“If all goes well, our overseas exchange programme should start by the next academic year,” he told presspersons.
“This is part of our initiative to enrich the learning experiences of our students and the research undertaken by our faculty. This will expose our students and teachers to the best practices in education. We expect it to improve our overall quality of teaching,” he said. Special research and development facilities would be developed on KVAFSU’s campuses in Bangalore and Bidar, to receive the faculty arriving from the U.S. and to aid our researchers working on collaborative projects, he added.
“The university will start the second round of appointments of teaching and non-teaching staff. We recruited over 100 teachers last year. We are inviting applications for the appointment of around 80 teachers. The university’s administrative board will also discuss the appointment of 140 non-teaching staff,” he said. The university plans to appoint 17 persons to the Directorate of Extension. “This will help us pass on information to farmers on emerging technologies in animal husbandry. We also plan to set up our own Krishi Vigyan Kendras,” he added.

New Bidar SP takes charge..

“The special cell formed to curb the land mafia in Bidar will be strengthened,” Kandasamy Tyagarajan, Superintendent of Police, said here on Monday.
He was speaking to presspersons after taking charge.
Dr. Tyagarajan added that the police would work with revenue officials to check the growth of the land mafia. The 36-year-old veterinary science graduate is a 2006 batch IPS officer.
Background
Dr. Tyagarajan hails from Kancheepuram in Tamil Nadu and has worked as Assistant Superintendent of Police, Humnabad, Superintendent of Police, Kolar, and Deputy Commissioner of Police (City Armed Reserve), Bangalore.

SP’s transfer condemned

Members of the Bidar District Minorities Welfare Council took out a rally here on Thursday condemning the transfer of N. Satish Kumar, Superintendent of Police .
By transferring him in the middle of an investigation into the murder of BJP leader Rohan Patil, the government was trying to protect the accused, they charged.
Mr. Kumar was transferred as he was trying to arrest Ravi Swamy and M. Riyaz, members of the Bidar City Municipal Council, who were the accused in the murder case, they alleged.
Mr. Kumar had set up a special cell to deal with land disputes.
This had angered the land mafia that forced Chief Minister Jagadish Shettar to transfer him. The Chief Minister should cancel the transfer till the investigation into the murder case was complete, they added.
The members submitted a memorandum to the government. M. Yusuf Khan, district president, and M. Imran Sayeed, general secretary, of the council led the rally.

Cooperative Hospital at Lalbagh in Bidar.

Minister for Cooperation B.J. Puttaswamy will visit Bidar on Sunday. He will lay the foundation stone of the Gurupadappa Nagamarapalli Cooperative Hospital at Lalbagh in Bidar taluk and inaugurate the new building of the Sharada Self-Employment Training Institute promoted by the District Central Cooperative Bank in Naubad here. He will leave for Hyderabad in the evening. — Special Correspondent

DCC to start core banking services..

The Bidar District Central Cooperative (DCC) Bank will start core banking services in all its branches by April, said bank Chairman Gurupadappa Nagamarapalli here on Saturday.
Once this happens, customers will get all the services offered by nationalised banks, he said. He was speaking at the inauguration of the core banking solutions computer laboratory at the bank’s headquarters.
S.N.A. Jinnah, Chief General Manager of the National Bank for Agriculture and Rural Development, inaugurated the laboratory. He said that the DCC Bank’s microfinance activities needed to be expanded to help poor families in the district. Bank Chief Executive Officer Mallikarjun Mahajan and General Manager Nijappa Patri were present.

Union reduces procurement price of milk

The Gulbarga-Bidar Milk Union has reduced procurement price of milk by Rs. 1.5 a litre.
“The sudden fall in the price of milk powder forced us to reduce the price,” union president Mallikarjun Biradar told presspersons here on Wednesday.
However, the reduction was temporary and would be reversed in two months, he added. “We will start paying the full amount after two months,” he said. He clarified that the union was not reducing the quantum of procurement.
All the district unions in the State are facing problems due to fall in the milk powder price. While other unions have reduced the procurement price by around Rs. 4, we have reduced it by Rs. 1.5, he added.
According to him, the union procures 80,000 litres of milk a day. “We sell around 60,000 litres of milk and 4,000 litres of curds a day. The remaining 15,000 –16,000 litres of milk is converted into skimmed milk powder. We are unable to sell this profitably. Even when we find buyers, the price is low and payment is delayed. In recent times, the price has seen a steep fall,” he said.
“This has led to accumulated losses. We suffer an average loss of Rs. 8.5 a litre for the milk procured. We want to reduce the loss and, hence, the reduction in the procurement price,” he said.
He clarified that the union would continue to pay the State government’s incentive price of Rs. 2 a litre to farmers.
Mr. Biradar claimed that the union had increased procurement four-fold to 80,000 litres a day from 19,000 litres a day two years ago. “We have also started a system of weekly payment to farmers,” he added.
Officials said the reduction in prices was inevitable.Criticism
However, this decision has not gone down well with farmers. “This government has been taking anti-farmer steps since it came to power. This is the latest in that series,” said Siddappa Metre, Karnataka Pranta Raitha Sangha leader.
“The BJP came to power promising to pay cash incentives to milk producers. Now, it is betraying us,” he said and added that the KMF and unions had to work on increasing their efficiency.
Marketing
The union had big plans to market its products more efficiently, Mr. Biradar said. This would help us sell more milk and other produce, he said.
“We are tying up with the North East Karnataka Transport Corporation to set up milk booths at bus-stands in Hyderabad Karnataka districts. Managing Director of the Karnataka Milk Federation Harsha Gupta and NEKRTC Managing Director G.N. Shivamurthy have agreed to this plan. We have asked the NEKRTC to give us stalls of 100 sq ft each at bus-stands on rental. We will outsource the management of the stalls,” Mr. Biradar said.
The union is also writing to all urban local bodies in Hyderabad Karnataka districts to provide space to set up stalls in all wards in cities and towns. “In Bidar, we have requested the district administration and the City Municipal Council to give us land in all the 31 wards so that we can set up shops in residential areas,” he said.
The union also plans an awareness rally about the good effects of consuming milk and the ill-effects of using adulterated milk. “We have noticed that some private companies are selling adulterated milk. The first rally will be in Bidar on Friday. We will organise rallies in all districts later,” he added.

Physical verification of EVMs to be done

As per an order of the Election Commission, the district administration officials will conduct physical verification of the Electronic Voting Machines used in the Lok Sabha elections of 2009 in Bidar on Thursday.
Officials will crosscheck the machines and match them against their numbers listed in the election records. This report will be sent to the EC, official sources said.
The EC is acting on the directions of the High Court, issued in an election petition filed by Gurupadappa Nagamarapalli, who was defeated by N. Dharam Singh in that election. The petition alleged that officials of the district administration had switched EVMs for Mr. Singh’s benefit. “Mr. Singh had contested the petition saying it was not maintainable. The High Court had stayed it. But the stay has been vacated now, and we have received instructions for the physical verification,” sources said.

Training programme bidar

Krishi Vigyan Kendra (KVK) and BIOMAP organised a training programme for farmers on Stevia in Bidar on Saturday. Ravi Deshmukh, KVK training coordinator, said the crop had a significant market. Writer calls for research on Valmiki.

Writer Venkanna Donnegoudar has called for more research to be done on Valmiki.
Speaking at the Valmiki Jayanti celebrations here on Monday, Dr. Donnegoudar said scriptures mentioned three Valmikis. Writers had built on these stories and fed popular imagination. It was unfortunate that academicians had neglected this “visionary” sage and writer, he said.
Dr. Donnegoudar said Valmiki practised the principles he wrote about in the Ramayana, and tried to reform society.
Welfare schemes
Deepika Sachin Rathod, zilla panchayat president, who inaugurated the celebrations, claimed the State government and the zilla panchayat were implementing several schemes for people from Scheduled Tribes and backward classes.

Inaugurate a 108-foot statue of Basaveshwara on the Basavakalyan–Bidar road.

The former Chief Minister B.S. Yeddyurappa said in Basavakalyan on Sunday that there was no change in his decision to quit the BJP and form his own party.
He said that any efforts to hold him back would not succeed.
He was at Basavakalyan to inaugurate a 108-foot statue of Basaveshwara on the Basavakalyan–Bidar road. “There is no change in my decision to quit the BJP and form my own party. That is why I have announced that I would form my new party on December 10,” he told presspersons.
He said that he was not worried about what BJP leaders were saying about him. “I am only focussed on sitting in the Vidhana Soudha and leading the State to prosperity. All I want to do is to make it a ‘Kalyan Rajya’ (welfare State),” he said.
Asked if he would yield to conciliatory efforts by RSS leaders such as M.C. Jayadeva, he said that he had “neither met such leaders nor would he be meeting them.” He also commented about some of his followers in the Cabinet, who have hinted that they may not be joining his party. “I am not dependant on any leader. I depend on the people of this State and not its leaders,” he said.
Asked about the former Chief Minister D.V. Sadananda Gowda’s criticism of his decision to quit the BJP, Mr. Yeddyurappa said that he was not bothered about such things. “When Mr. Gowda wanted to be the chairman of the Karnataka Milk Federation, I made him Chief Minister. He has started making such statements after tasting power,” he said.

‘Huge opportunities for entrepreneurs in rural India’

Students urged to develop the skill set needed to be an entrepreneur
“The vast potential for entrepreneurship in rural India remains unexplored,” said Veerendra Patil, agri-biotechnology consultant, here on Sunday.
He was speaking after inaugurating a one-day workshop on entrepreneurship development organised by Guru Nanak Dev Engineering College. “There are huge opportunities for aspiring entrepreneurs in rural India, especially in the way technology is applied in agriculture, and produce is processed and marketed. The rural agro-produce-based market is so huge that several corporate companies are coming out with plans to capture it systematically. Young people should realise this and become entrepreneurs,” he said.
‘Good at jugaad’
“Indians are very good at ‘jugaad’, or frugal innovations. This is internationally accepted. The Ahmedabad-based National Innovation Foundation maintains a register containing over 50,000 innovations by ordinary people from rural areas,” he said.
He said that 100 years ago, the British government had commissioned a study to estimate the potential for rural innovations. It produced a 180-page report listing several important, low-cost innovations in villages.
He gave examples of how some simple ideas had been turned into great businesses. Recent ones include selling branded sugarcane juice, home delivery of vegetables, giving flowerpots for hire and nurseries for fruits, flowers. In several cases, entrepreneurs had succeeded because they improved on old ideas, he said.
Reshma Kaur, vice-president of the Guru Nanak Dev Education Society, said that women were discouraged from becoming entrepreneurs in Indian society, which was still very male-dominated. Women decided over 75 per cent of the purchases at home, but they were not decision-makers in the industries that produce consumer goods, she said. She urged young women to become entrepreneurs rather than look for jobs.
Vaishali Nitturkar, founder of Gyan Tree, a Hyderabad-based consultancy, urged students to develop the skill set needed to be an entrepreneur. “Employers expect fresh recruits to have such qualities. You can’t get a job if you don’t have the skill set of an entrepreneur,” she said.
‘No dearth of funds’
Hemanth Nitturkar, entrepreneurship consultant, spoke about successful entrepreneurs like Bindeshwar Pathak, G. Venkatswamy and Yogesh Pande. He said that they had succeeded in turning a problem into an opportunity. There was no dearth of funding for entrepreneurs in present-day India, as there were several venture capitalists and investors looking for the right ideas. Even government institutions and public undertakings like the Central Food Technological Research Institute, the International Crops Research Institute for the Semi-Arid Tropics, and the Union Science and Technology Department had schemes to support entrepreneurs.
The workshop was jointly organised by the college’s Entrepreneurship Development Cell, Gyan Tree and the Rotary Club of Bidar. Those present included EDC coordinator Rajshekar Gaitonde, Sunil Prabha and Manohar Dikshit.

Bidar to get 750-bed teaching hospital.

The State Cabinet’s decision to build a 750-bed teaching hospital for the Bidar Institute of Medical Sciences (BRIMs) fulfils a long-pending demand. This will ensure that the people of the district get access to quality healthcare and need not travel to Hyderabad or Solapur for tertiary care.
Bidar was not on the list of districts in which the State government had decided to open five new government medical colleges in 2005. Continued agitation by citizens’ groups, such as the Government Medical College Horata Samiti, forced the government to concede the demand.
The initial plans of the government had funds earmarked for the college building, but not for the teaching hospital. Students were tagged to the district government hospital. The construction of a new hospital was delayed so much so that the first batch of MBBS students passed out of the college without having ever worked in an exclusive teaching hospital. Another important proposal that was cleared was the construction of four bridges on the Manjra to enable easy movement between Bidar, Aurad, Basavakalyan and Bhalki taluks. “This was among our longest-pending demands. We welcome the Cabinet’s decision,” Ishwar Khandre, Bhalki MLA, said. He, however, demanded that the government start work on the bridges soon.
Another proposal, to develop ring roads around Bidar at a cost of Rs. 9 crore, was also approved. A team led by officials such as the district in-charge Secretary E.V. Ramana Reddy and Deputy Commissioner P.C. Jaffer had taken up the matter with the Ministers concerned and senior officials, sources said.

Officials told to speed up works under MNREGA.

Deputy Chief Minister K.S. Eshwarappa has expressed concern over the slow pace of works under the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) in Bidar district.
At a review meeting here on Tuesday, Mr. Eshwarappa said the works had started only in 97 of the 175 gram panchayats in the district. Bidar seems to lag behind in all departments, he said. He asked the officials to start works and ensure payment of salaries to workers within two weeks.
Mr. Eshwarappa said the government would approve a proposal for supplying drinking water from the Gandori Nala to 18 villages under the Kohinoor Zilla Panchayat.
Mr. Eshwarappa instructed the Gulbarga Electricity Supply Company (Gescom) officials to supply power to borewells without seeking deposits.
He congratulated Deputy Commissioner P.C. Jaffer and his staff for reducing the pendency of applications under the Sakala scheme to 1 per cent. It was 27 per cent earlier.
The pendency of applications in nemmadi kendras had also reduced to 15,000 from 30,000, he said.
He said the government would start nemmadi kendras in all hoblis from November 1.
Camps
Mr. Jaffer said camps for enrolling people with disabilities under the monthly pension scheme would be conducted after the Dasara holidays.

Annual grant to Bal Bhavan committee raised to Rs. 5 crore

The State government has increased the annual grants to the Bal Bhavan committee to Rs. 5 crore from Rs. 10 lakh last year, committee president Sulochana Bhat said here on Saturday.
“We are organising co-curricular activities and art competitions for children across the year. We have just completed a set of song, dance and drama competitions. We will organise a State-level painting competition in November and send the winners to a national-level competition,” she said. Students from the Hyderabad Karnataka region will be trained in the folk arts of south Karnataka at a camp in Madikeri next month, she added.
She said that the district administration had utilised two-and-a-half acres of land belonging to the Bal Bhavan to construct the swimming pool in Bidar.
“That is why we have instructed officials in charge of the pool to train our students for free,” the committee president said.

Yes we can!


It takes vision and guts to conduct an international tennis tournament in a remote corner of Karnataka. The Karnataka State Lawn Tennis Association in association with Zygosports managed that feat last week, when they hosted the first $ 10,000 ITF women’s Futures championship in Bidar, where tennis as a sport is a novelty. The court complex at the Police Training School and Police Officers Guest house provided a spectacular setting. The two main courts and two on the adjoining area are built on a low trough of land, with rolling hills and green cover in the distance It was an unlikely venue for an ITF Tournament.
“We never knew in the first place that such courts existed in Bidar’, quipped an awestruck local scribe . The architect of the superb facility, the Superintendent of Police, Satish Kumar, a club level player says, “We took up tennis on the advice of the I.G. Gagandeep two years ago. We decided to build a court here and improve our tennis This is our gift to people of Bidar ”
Satish feels that Bidar championship has raised considerable interest in the game . “We want to form a trust with eminent people in town and our department to manage the courts and ensure there is regular activity. We also plan to train 50 to 60 children with our police coaches and we would also like to enlist support from KSLTA for this endeavour,” he contends.
KSLTA Secretary, C.S. Sunder Raju is happy with the facilities at Bidar. He said, “We would love to bring more tournaments here.”
The appointment of P.C. Jaffer as the new district commissioner of Bidar will also help in this endeavour. He was instrumental in conducting ITF events in Gulbarga and Mandya respectively. He says, “It is sheer coincidence that we are conducting the ITF tournament when I assumed charge here. I would like to see more sports besides tennis get visibility in Bidar.” .
For over a dozen foreign players, who chose to play at the Bidar Open, it was a new experience. “It was quite different from other places that we had played. It is nice to have a tournament in a small town. We enjoyed our stay,” says Wing Yau Venise Chan of Hong Kong, who emerged as the champion.
Ankita Raina and National junior champion, Prarthana Thombare, made the semi-finals at Bidar, an encouraging development for women’s tennis in India.
Bidar has been known for a long time for its artefacts, but now is set to become a major tennis destination as well, with the title sponsor Ashok Kheny (who is also from Bidar) promising to back the championship at Bidar for the next five years.

Bidar Fort ( ಬೀದರ್ ಕೋಟೆ)


  • Bidar town enjoys a picturesque situation having been built on the brink of  a plateau and thus commanding lovely views of the low lands (Talghat) towards the north and the east. The plateau is an irregular oblong 22 miles in length and 12 miles extreme breadth with an area of 190 sq miles , observed  G. Yazdani in 1944.
  • Bidar town is situated about 740 Km north of Bangalore, 116Km northeast of  Gulbarga and 130 Km northwest of Hyderabad.
  • The History of Bidar goes back to the days of the Mahabharata epic. It must have existed as a minor but powerful fort during the days of Kalyana Chalukyas (AD 1074- AD 1190). It passed on to the control of the Kakatiyas of Warrangal. In A.D.1322, Prince Ulugh Khan captured the town of Bidar. Subsequently, it was annexed by Sultan Muhammad-bin- Tughlaq of Delhi.
  • With the establishment of the  Bahmani dyanasty (AD 1347), Bidar was occupied by Sultan Alla-Ud-Din Bahman Shah Bahmani.
  • During the rule of Ahmad Shah I(1422-1486 AD), Bidar was made the capital city of Bahmani Kingdom.
  • The old Hindu Fort was rebuilt and beautiful palaces and gardens were raised.
  • Mahmmad Gawan who became the prime minister in 1466 A.D. was a notable figure in the history of Bidar.
  • Bidar remained under the Barid Shahi dynasty  until it was captured  by the Mughal emperor Aurangazeb in 1656 A.D.
  • In 1724 Bidar became a part of the Asaf Jahi Kingdom.
·        The Fort walls are six miles round, with numerous buildings, arches, pavilions,
      mosques, gateways and gardens, that depict the same symmetry of design
      introduced into India by the Muslims.
·        The walls, bastions, gates and barbicans of Bidar are some of the most sophisticated in India still intact.
·        The Munda Burj is the most prominent bastion, commanding the approach with heavy guns.
·        The old town has five gates, namely, the Fateh Gate on the south, with octagonal towers and drawbridge; the elevated Talghat Gate in the east; the Sharzu Darwaza (the 2nd gate); the Delhi Gate ; and, the Mandu Gate.
·        Khwaza Mahmud Gawan, the Persian scholar and the General of Mohamad Shah III, founded the Madrasa in 1472. It is a marvelous three-storied building with monumental minarets, great arches, and brilliantly colored chevron tilework. The domes over the main chambers were the first in India to take the characteristic Timurid bulbous form, typical of the 16th century.
·        Bidar has two prominent Mosques – the spacious Jami Masjid and the Sola Kumbha Masjid with a remarkable dome on a 16-sided drum.
·        The imposing black granite steps, striking amid red sand-stone leading to Gagan Mahal, (Public Audience Hall), glazed mosaics and lovely arabesque designs in the Rangin Mahal of Ali Barid Shah, the high art of Quranic calligraphy, bright painted murals in the zenana, the Lal Bagh, the Takhat Mahal, the 70 ft. Chaubara, the Watch Tower dominate the town.
·        The tiled tombs of the Barid Shahis, are outside the town walls, but are well-preserved.
·        Bidriware, a delicate metal ware containing silver and gold inlaid on iron is a very popular art form in Bidar.
·        Gulbarga city is the head quarters of the Gulbarga district, and also of the division . This rapidly growing city is situated on the Madras-Bombay railway. It is at a distance of 363 miles from Bangalore.
·        For nearly 1500 years or more the district of Gulbarga or Kalburgi has had its influence on the historical and cultural life of the Deccan Plateau. The antiquity of many places in the district may be traced to legendary period of Indian history. Several of the important ruling dynasties of the Deccan had their capital in this district. The capital of the Rashtrakutas was at Malkhed ; the later Chalukyas and the Kalachuris had their capital at Kalyana ; and , Gulbarga City itself was the capital of the Bahmani kingdom from 1347 A.D.
·        A Muslim dynasty that  ruled over northern parts of the Deccan initially from Gulbarga and later from Bidar were the Bahman Shahis (A.D.1347-A.D. 1527). The dynasty, founded by Alla-ud-din Hasan, ruled over a kingdom that extended from the river Krishna in the south to the Penganga in the north, and thus included parts of modern Karnataka, Maharashtra and Andhra Pradesh. The greatest among the Bahman Shahis was Firuz Shah (1397-1422). His son Ahmed Shah(1422-1436) was a ruler with saintly temperament . The  dynasty reached its most glorious epoch during the administration of Mahmud Gavan, the prime minister of Sultan Alla-ud-din(1436-1458).
·        The most magnificent contribution of the Bahmanis was in the field of art and architecture. The buildings that they have left at Gulbarga, Bidar and other places have an important place in the history of Indo-Islamic art. Under the Bahmanis the Deccani style asserted  its individual character and reached its zenith under the Adil Shahis of Bijapur.
·        The Gulbarga city is located on an undulating plain, presenting a vast stretch of black cotton soil. It has been the head quarters of the district since 1873. The Gulbarga Fort, originally built by Raja Gulchand and afterwards strengthened by Ala-ud-din Bahmani is a fine work.
·        Within the ramparts is the earliest of their buildings, the Jami Masjid (1367), which shows Hindu influence. Sultan Hasan’s tomb is typical of  the Tughlaq style.  
·        The tomb of Ghias-ud-din(14th century) shows Hindu influence in the carvings of the prayer niche attached to it.
·        The fine mausoleum of Firuz Shah and his family also bears testimony to the growing strength of Hindu influence as well as to the new preference for Persian.
·        The Shah Bazar Masjid, built by Muhammed Shah is a simple structure in imitation  of Tughlaq architecture.

International tennis tourney begins in Bidar today.

Women tennis players from nine countries will be participating in the International Tennis Federation’s Tournament starting at the Bidar Police Tennis Club from Monday.
The prize money for winners is $10,000. The players include Oleksandra Korashvilli from Ukraine, Wing-Yau Venise, Hong Kong, Nungnadda Wannasuk, Thailand, Zi Yang, China, Yumi Miyazaki and Risa Hasegawa, Japan, Ju-Eun Kim, Korea, Risa Hasegawa, Japan, Yang Chia Hsien, Taipei, Agathe Timsit, France and Prerna Bhambri, Sai Samhita, Prarthana Thombare, Anushka Bhargava, Vaniya Dangwal among others from India.
P.C. Jaffer, Deputy Commissioner, told presspersons here on Sunday that the tournament would popularise sports in the district.
Three tennis courts
He congratulated the Bidar Police Tennis Club led by N. Satish Kumar, Superintendent of Police, who had worked hard to build three tennis courts atop the hill in Habsi Kot on the outskirts of Bidar.
Mr. Kumar said the club was set up with contributions from the public, tennis enthusiasts and the police.
He thanked Inspector General of Police K.V. Gagandeep and senior IAS officer M. Lakshminarayana for convincing the ITF authorities to organise the tournament.
Ashok Kheny, Managing Director of Nandi Infrastructure Corridor Enterprises, is the title sponsor, said Sunil Yajaman, tournament director.
The tournament has been named ‘Ashok Kheny ITF Bidar Open’, he said.
Sheetal Iyer is the referee for the event.
The inaugural match will be on Monday at 10 a.m.
The finals are scheduled for October 6 at 11 a.m. Matches would go on from 10 a.m. to 4 p.m. every day. Entry is free.

‘Pay water bills’

The Bidar City Municipal Council has urged the residents of the city to pay pending water bills before October 7. Bills have been pending for several months. Taps will be disconnected if bills are not paid immediately, said a release by the CMC commissioner S. Ramdas

Central team ‘fully satisfied’ with quality and progress of projects in Gulbarga and Bidar districts

A two-member team from the Central Water Commission (CWC), monitoring minor irrigation projects in the region, has expressed satisfaction over the quality of work and the progress of projects in Bidar and Gulbarga districts.
The team, comprising R. Azhagesan, Director (Appraisal) and J. Harsha, Deputy director (Appraisal), said the projects, funded under the Accelerated Irrigation Benefit Programme (AIBP), were implemented as per norms fixed by the Water Resources Ministry.
They inspected Thana Kushnoor (west) barrage works in Aurad taluk of Bidar district on Tuesday, a unique check-dam with silt flushing system at Dhannur in Basavakalyan taluk in Bidar, the barrage at Sungtan at Basavakalyan, and the bridge-cum-barrage across the Gadorinala, on the border along Bidar and Gulbarga districts on Wednesday, as well as barrages at Hudgi and Hallikhed in Humnabad taluk.
In Gulbarga district, the team inspected the bridge-cum-barrages at Malkood in Chittapur taluk, and Ranjole, Bhootpur and Gundalli in Sedam taluk, as well as the barrage at Madhwar and praised officials for the work.
‘Improvement’
Speaking to The Hindu at Malkood, team leader Mr. Azhagesan said there had been great improvement in the work. “We are fully satisfied with the quality of the construction.”
He said Karnataka stood third in utilisation of AIBP funds. The north zone of the State’s Minor Irrigation Department was in the forefront of this, he added.
Criticism
However, Mr. Azhagesan expressed dissatisfaction at the failure of officials to constitute water users’ associations in the minor irrigation projects in the north zone. “We have given strict instructions that in all minor irrigation projects funded by AIBP, the associations should be constituted and maintenance of the projects handed over to them immediately.”
At almost all the places the team went to, farmers enthusiastically welcomed them and explained how the projects had helped improve their situation.
The team then left for Yadgir district, to see the implementation of work at the barrage near Bandallivillage (Yadgir taluk), an anicut near Wadagera, and the bridge-cum-barrage at Shirwal (both of them in Shahpur taluk).
Advice for farmers
Bidar Special Correspondent reports:
During its visit, the team urged farmers to form water users’ societies under the cooperative model to ensure optimum utilisation of water. Adopting a calendar of water impounding and release, and a matrix of suitable crops for the region with water supply, would be beneficial, Mr. Azhagesan said.
He said that of the 121 minor irrigation works planned in the district, funds had been released for 67. Of these, 32 projects that can irrigate 2,752 hectares had been completed, he said.
He advised officials to speed up work taken up under the later phases of AIBP.
In cases where work was delayed because of disputes regarding land ownership, among other problems, the team advised farmers to resolve the issues by taking village residents into confidence and seek the cooperation of the district administration and gram panchayats.

Earns profit

The Akka Mahadevi Mahila Pattina Sahakara Sangha has earned a profit of Rs. 9 lakh.
Executive officer of the sangha Vinayak Rao announced this during the annual general body meeting held in Bidar on Sunday. President of the sangha Savitribai Hebbale announced a dividend of 10 per cent to all members on the occasion.
Directors and members of the cooperative society were present at the meeting, said a press release issued by the sangha here on Monday.

Total bandh in Bidar.

The bandh, called by the NDA and other parties against the hike in diesel price and allowing FDI in multi-brand retail, on Thurday, was near-total in Bidar.
Several shops and private offices remained closed. The district administration had declared a holiday for schools.
NEKRTC bus services were withdrawn after operating for a few hours in the morning. Bharatiya Janata Party activists took out a rally and criticised the UPA government for making life difficult for the poor.
The former president of the zilla panchayat Kushal Patil Gadagi, district BJP general secretary Babu Wali, Rajkumar Chidri, Shivaputra Vaidya, and Shashi Hosalli joined the rally.
The Left parties held a rally at Bhagat Singh Circle. They said that the UPA government was adopting double standards and lying to the people.
The government had enough money to waive debts of corporate houses, claimed CPI leader Baburao Honna. “Increase in diesel price will lead to a rise in prices of all commodities,” he said.
Janata Dal (Secular) leaders Naseemoddin Patel, Shantling Sawalagi, D.K. Sidram, and Prabhurao Tarnalli joined the rally.
Members of the Jai Karnataka Rakshana Vedike carried empty cylinders on their backs to mark their protest against the cap on subsidised LPG cylinders.

20 questions, and Ganesh will appear

Residents of Bidar will be treated to a very special episode of Kaun Banega Crorepati this Ganesh festival.
Yogesh Pathak, an ardent fan of Amitabh Bachchan, has taken inspiration from the game show hosted by the thespian, while installing the Ganesh idol this year.
The platform has mannequins representing the Bollywood superstar and 20 participants on hot seats. A recorded voice asks questions based on mythology and the scriptures, and each participant gives answers. After 20 questions, the Ganesh idol emerges from the background.
A short scene of the meeting of Krishna and his friend Sudama will also be shown on stage.
The installation on the Raghavendra temple premises will be inaugurated on Wednesday.
“The installation took nearly eight months of hard work,” Mr. Pathak told presspersons here on Tuesday.
He has been installing Ganesh idols in the old city for seven years now.
“After the festival is over, I keep thinking about next year’s installation. I like to try new things,” he said.
The installation cost Rs. 3.5 lakh. The Sri Lakshmi Narasimha Swamy Samaj Seva Charitable Trust and Srirang Ganesh Mandal extended support, Mr. Pathak said.

Flight service in Bidar Shettar to take team to Manmohan

Chief Minister Jagadish Shettar will lead a delegation to Prime Minister Manmohan Singh, urging him to resolve the issues delaying flight operations in Bidar, district in-charge Minister Sunil Valyapure said.
He was speaking after inaugurating the Hyderabad Karnataka Liberation Day celebrations here on Monday.
“All Cabinet members will be part of the delegation. We will convince the Prime Minister to direct the Civil Aviation Ministry officials to start flights from Bidar,” he told presspersons on Monday.
Memorandum
He said that a memorandum between the Airports Authority of India and GMR infrastructure company (that built the Hyderabad International Airport) was posing problems here.
“I am sure the Union government will find a solution to the problem,” Mr. Valyapure said.

Diesel price up by Rs. 5; LPG cylinders cut to six a year

The diesel price will go up by Rs. 5 a litre and a household will get only six domestic LPG (14.2 Kg) cylinders per annum. These decisions were taken by the Cabinet Committee on Political Affairs (CCPA) at a meeting on Thursday.
The decision to go in for the sharp diesel price hike, which excludes value added tax, will take effect from midnight on Friday.The CCPA, headed by Prime Minister Manmohan Singh, also decided to reduce the excise duty on petrol by Rs. 5.50 a litre from Rs. 14.78, adjusting the recent spurt in international crude prices, which have touched $114 a barrel. The restriction in supply of LPG cylinders is likely to help in reducing the under-recovery of OMCs by about Rs. 5,300 crore for the remaining part of the financial year. The under-recovery during 2012-13, even after this measure, is estimated to be above Rs. 32,000 crore. Any number of cylinders will be available over and above the cap of 6 cylinders at market rate. The number of cylinders available to each consumer in the remaining part of this financial year will be 3 cylinders, an official statement said.

ಪ್ರಸ್ತಕ ವರ್ಷ ಹೆಚ್ಚಿನ ಸಂಖ್ಯೆಯಲ್ಲಿ ಶಿಕ್ಷಕರು ನಿವೃತ್ತಿ ಹೊಂದುತ್ತಿರುವ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಶಾಲೆಗಳಲ್ಲಿ ಶಿಕ್ಷಕರ ಕೊರತೆ ಎದುರಾಗಿದೆ. ಹೀಗಾಗಿ ತಾತ್ಕಾಲಿಕ ಅತಿಥಿ ಶಿಕ್ಷಕರ ಹಾಗೂ ಕಾಯಂ ಶಿಕ್ಷಕರ ನೇಮಕಾತಿ ಪ್ರಕ್ರಿಯೆಗೆ ಶೀಘ್ರವೇ ಚಾಲನೆ ನೀಡಲಾಗುವುದು ಎಂದು ಪ್ರಾಥಮಿಕ ಹಾಗೂ ಪ್ರೌಢ ಶಿಕ್ಷಣ ಸಚಿವ ವಿಶ್ವೇಶ್ವರ ಹೆಗಡೆ ಕಾಗೇರಿ ತಿಳಿಸಿದರು.

ಸೋಮವಾರ ಕಾರ್ಯಕ್ರಮವೊಂದಕ್ಕೆ ಆಗಮಿಸಿದ್ದ ಸಂದರ್ಭದಲ್ಲಿ ಸುದ್ದಿಗಾರರೊಂದಿಗೆ ಮಾತನಾಡಿದ ಅವರು, ನಿವೃತ್ತಿ ಅವಧಿ ಎರಡು ವರ್ಷ ವಿಸ್ತರಿಸಿದ ನಂತರ ಎರಡು ವರ್ಷದ ಮೇಲೆ ಪ್ರಸಕ್ತ ವರ್ಷ ನಿವೃತ್ತಿ ಆಗುವ ಶಿಕ್ಷಕರ ಸಂಖ್ಯೆ ಹೆಚ್ಚಿದ್ದು, ಶಿಕ್ಷಕರ ಕೊರತೆ ಕಂಡು ಬಂದಿದೆ ಎಂದರು.

ಹಣಕಾಸು ಇಲಾಖೆಯಿಂದ ಅನುಮೋದನೆ ದೊರೆತ ಕೂಡಲೇ ಶಿಕ್ಷಕರ ನೇಮಕಾತಿ ಪ್ರಕ್ರಿಯೆಗೆ ಚಾಲನೆ ನೀಡಲಾಗುವುದು. ಮುಖ್ಯಮಂತ್ರಿಗಳು ಕೂಡ ಈ ಬಗ್ಗೆ ಆಸಕ್ತಿ ವಹಿಸಿದ್ದು, ಅವರೂ ಕೂಡ ಹಣಕಾಸು ಇಲಾಖೆ ಅನುಮೋದನೆ ನೀಡುವಂತೆ ನಿರ್ದೇಶನ ಕೂಡ ನೀಡಿದ್ದಾರೆ. ಈಗಾಗಲೇ ಪ್ರೌಢಶಾಲೆಗೆ 3400 ಹಾಗೂ ಪದವಿ ಪೂರ್ವ ಕಾಲೇಜಿಗೆ 1700 ಶಿಕ್ಷಕರ ನೇಮಕಾತಿ ಮಾಡಿಕೊಳ್ಳಲಾಗಿದೆ ಎಂದರು.

ಶಾಲಾ ವಾತಾವರಣ ಗುಣಮಟ್ಟಗೊಳಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಗ್ರಂಥಾಲಯ ಹಾಗೂ ಕ್ರೀಡೆಗೆ ಒತ್ತು ನೀಡಲಾಗುತ್ತಿದೆ. ಕಳೆದ ಬಾರಿ ಪುಸ್ತಕ ಮೇಳ ಆಯೋಜಿಸಿ ಎರಡೂ ಸಾವಿರಕ್ಕೂ ಅಧಿಕ ಶಾಲೆಗಳಿಗೆ ಪುಸ್ತಕ ಖರೀದಿಲು ಹಣ ನೀಡಲಾಗಿತ್ತು. ಈ ಸಲ ಅದನ್ನು ಹೆಚ್ಚಿಸಲಾಗಿದೆ. ಮಕ್ಕಳಲ್ಲಿ ಕ್ರೀಡಾ ಮನೋಭಾವ ಬೆಳೆಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಅನುಕೂಲವಾಗಲೆಂದು ಮಕ್ಕಳ ಕ್ರೀಡಾ ಸಾಮಗ್ರಿ ಖರೀದಿಸಲು ಪ್ರತಿ ಶಾಲೆಗೆ 4000 ರೂ.ಗಳ ಧನಸಹಾಯ ನೀಡಲಾಗುವುದು ಎಂದರು.

ಶಾಲೆಗಳ ನಿರ್ವಹಣೆಗೆ ಎಪಿಎಸ್‌ ಶಾಲೆಗೆ 5000 ಹಾಗೂ ಎಚ್‌ಪಿಎಸ್‌ ಶಾಲೆಗಳಿಗೆ 12,000 ರೂ. ಅನುದಾನ ನೀಡಲಾಗುತ್ತಿದೆ. ಆದರೆ ಈ ಸಲ ಇದರ ಜೊತೆಗೆ ಕೊಠಡಿ ಆಧರಿಸಿ ನಿರ್ವಹಣೆ ವೆಚ್ಚ ನೀಡಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ. ಅಂದರೆ ಪ್ರತಿ ಕೊಠಡಿ ನಿರ್ವಹಣೆಗೆ 1500 ರೂ. ಹೆಚ್ಚಿಗೆ ನೀಡಲಾಗುವುದು. ಇದರಿಂದ ವರ್ಗದಲ್ಲಿ ಮಕ್ಕಳಿಗೆ ಸೂಕ್ತ ವ್ಯವಸ್ಥೆ ಒದಗಿಸುವ ಮೂಲ ಉದ್ದೇಶ ಹೊಂದಲಾಗಿದೆ ಎಂದರು.

ಮಕ್ಕಳ ಶೈಕ್ಷಣಿಕ ಅಭಿವೃದ್ಧಿ ನಿಟ್ಟಿನಲ್ಲಿ ಶಿಕ್ಷಕರ ಶ್ರಮ ಅಪಾರ. ಅದನ್ನು ಇನ್ನಷ್ಟು ಗುಣಪಡಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಮಕ್ಕಳ ಕಲಿಕಾ ಸಾಮಗ್ರಿ ಖರೀದಿಗೆ ಪ್ರತಿಯೊಬ್ಬ ಶಿಕ್ಷಕರಿಗೆ 500 ರೂ. ನೀಡಲಾಗುವುದು. ಮಕ್ಕಳಿಗೆ ತಕ್ಕ ಮಟ್ಟಿಗೆ ಸಂಗೀತಜ್ಞಾನ ವೃದ್ಧಿಸುವುದಕ್ಕೆ ಅನುಕೂಲವಾಗಲೆಂದು ಸಂಗೀತ ವಾದ್ಯಗಳ ಖರೀದಿಗೆ ಪ್ರತಿ ಶಾಲೆಗೆ 1500 ರೂ. ಅನುದಾನ ನೀಡಲಾಗುವುದು ಎಂದು ಕಾಗೇರಿ ತಿಳಿಸಿದರು.

Meeting on rail projects tomorrow

Minister of State for Railways K.H. Muniyappa has said that the Railways accord priority to infrastructure projects whose costs are shared by the States.
He said here on Monday that Karnataka had shared half the cost of 15 projects and Andhra Pradesh for 12.
“They remain priority projects. We are committed to completing all of them on time,” Mr. Muniyappa said, before flagging off the Bidar–Hyderabad Intercity Express here. States such as Chhattisgarh and Tamil Nadu too were following this model now, he said.
“The Karnataka government shared two-thirds of the cost of doubling the railway line between Bangalore and Mysore. The work is in progress and we plan to complete it by December 2012 or early 2013,” he said.
Mr. Muniyappa said the progress of all railway projects in the State would be reviewed at a meeting with Chief Minister Jagadish Shettar in Bangalore on Wednesday.
He said the departure timing of the Nanded–Bangalore Express from Bidar had been changed to 2.30 p.m. from 12.30 p.m. However, it would be difficult for the Railways to change the timings to make it an overnight train from Bidar to the State capital. It involved coordination among three zones and required changes in the timings of other trains, he said. Mr. Muniyappa said the Railways were forced to consider running an intercity train between Bidar–Hyderabad following appeals from the former Chief Minister N. Dharam Singh and some other organisations.
The Minister said the Railways could study the demand for extending the Nanded–Bombay Express to Bidar and running trains on the newly laid track between Bidar and Humnabad.
“We would also consider demands of stopping the Kacheguda–Manmad train at Kamal Nagar station in Aurad taluk,” he said.
G.N. Asthana, South Central Railway General Manager, said that they were working on laying new lines between Bidar–Gulbarga, Raichur–Gadwal and Kadapa–Bangarpet. Work on the first two tracks was 60 per cent complete. Work on the third had started.
“We are on the verge of completing a project to convert Bidar Railway Station into an ‘Adarsh’ station. We have given it a facelift and provided passenger amenities. We will build pay and use toilets, platform shelters and extend the foot bridge on either sides,” he said.

ವಾರದಲ್ಲಿ 6 ದಿನ ಹೊಸ ಇಂಟರ್‌ಸಿಟಿ ರೈಲು ಸಂಚರಿಸಲಿದೆ. ಪ್ರತಿ ದಿನ ಬೆಳಗ್ಗೆ 7ಗಂಟೆಗೆ ಬೀದರನಿಂದ ಹೊರಡುವ ರೈಲು (ಸಂಖ್ಯೆ 17009) 9:45ಕ್ಕೆ ಹೈದ್ರಾಬಾದ್‌ಗೆ ತಲುಪಲಿದೆ. ಪುನಃ ಸಂಜೆ 6:30ಕ್ಕೆ ಹೈದ್ರಾಬಾದ್‌ನಿಂದ ಬಿಡುವ ರೈಲು (ಸಂಖ್ಯೆ 17010) ರಾತ್ರಿ 9ಕ್ಕೆ ಬೀದರ ತಲುಪಲಿದೆ.

ಸುಮಾರು 15 ಬೋಗಿಗಳನ್ನು ಹೊಂದಿರುವ ಈ ಇಂಟರ್‌ಸಿಟಿ ರೈಲಿನಲ್ಲಿ ಒಂದು ಏರ್‌ಕಂಡಿಶನರ್‌ ಚೇರ್‌ ಸೌಲಭ್ಯದ ಬೋಗಿ ಸೇರಿದೆ. ರೈಲು ಬೀದರನಿಂದ ರೈಲ್ವೆ ನಿಲ್ದಾಣದಿಂದ ಹೊರಟು ಜಹೀರಾಬಾದ, ವಿಕಾರಾಬಾದ, ಶಂಕರಪಳ್ಳಿ, ಲಿಂಗನಪಳ್ಳಿ ರೈಲು ಸ್ಟೇಷನ್‌ಗಳ ಮೂಲಕ ಹೈದ್ರಾಬಾದ ನಿಲ್ದಾಣಕ್ಕೆ ತಲುಪುತ್ತದೆ ಎಂದು ರೈಲ್ವೆ ಇಲಾಖೆ ಮಾಹಿತಿ ನೀಡಿದೆ.

ಇಂಟರ್‌ಸಿಟಿಯಿಂದ ಅನುಕೂಲ :
ಬೀದರನಿಂದ ಹೈದ್ರಾಬಾದ ನಡುವೆ ಕೇವಲ 158 ಕಿ.ಮೀಗಳ ಅಂತರ ಇರುವ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಜಿಲ್ಲೆಯ ವ್ಯಾಪಾರಿಗಳು ವ್ಯಾಪಾರೋದ್ಯಮಕ್ಕೆ ಹೈದ್ರಾಬಾದ ಮೇಲೆ ಅವಲಂಬಿತರಾಗಿದ್ದು, ನಿತ್ಯ ಸಾವಿರಾರು ಸಂಖ್ಯೆಯಲ್ಲಿ ಜನ ಸಂಚರಿಸುತ್ತಾರೆ. ಈಗ ಇಂಟರ್‌ಸಿಟಿ ರೈಲಿನಿಂದ ಪ್ರಯಾಣಿಕರಿಗೆ ಹೆಚ್ಚಿನ ಅನುಕೂಲ ಕಲ್ಪಿಸಿದಂತಾಗಲಿದೆ.

ಜೊತೆಗೆ ಐತಿಹಾಸಿಕ ಸ್ಮಾರಕಗಳನ್ನು ಹೊಂದಿರುವ ಜಿಲ್ಲೆಗೆ ಹೈದ್ರಾಬಾದನಿಂದ ಹೆಚ್ಚಿನ ಸಂಖ್ಯೆಯಲ್ಲಿ ಬೀದರಗೆ ಪ್ರವಾಸ ಕೈಗೊಳ್ಳಲು ಅನುಕೂಲವಾಗಲಿದೆ. ಇದರಿಂದ ಬೀದರ ಪ್ರವಾಸೋದ್ಯಮ ಅಭಿವೃದ್ಧಿಗೆ ಮತ್ತಷ್ಟೂ ಸಾಥ್‌ ನೀಡಿದಂತಾಗುತ್ತದೆ ಎನ್ನುತ್ತಾರೆ ತಜ್ಞರು.

ಸದ್ಯ ಬೀದರನಿಂದ ಹೈದ್ರಾಬಾದ್‌ಗೆ ರಸ್ತೆ ಮೂಲಕ ಪ್ರತಿ 15 ನಿಮಿಷಕ್ಕೆ ಒಮ್ಮೆಯಂತೆ ರಾಜ್ಯ ಸಾರಿಗೆ ಮತ್ತು ಆಂಧ್ರ ಸಾರಿಗೆ ಬಸ್‌ಗಳು ಸಂಚರಿಸುತ್ತವೆ. ರಾಜ್ಯ ಸಾರಿಗೆ 98 ರೂ. ಮತ್ತು ಆಂಧ್ರ ಸಾರಿಗೆ 102 ರೂ. ಟಿಕೇಟ್‌ ದರ ವಿಧಿಧಿಸುತ್ತವೆ. ಈ ಹೊಸ ರೈಲಿನಲ್ಲಿ ಕೇವಲ 35ರಿಂದ 40 ರೂ. ದರ ನಿಗದಿಯಾಗಲಿದ್ದು, ಇದರಿಂದ ಪ್ರಯಾಣಿಕರ ಆರ್ಥಿಕ ಹೊರೆ ಇಳಿಸಿದಂತಾಗುತ್ತದೆ.

ಸೆಪ್ಟೆಂಬರ 10ರಂದು ಬೆಳಗ್ಗೆ 10ಗಂಟೆಗೆ ರಾಜ್ಯ ರೈಲ್ವೆ ಸಚಿವ ಕೆ.ಎಚ್‌ ಮುನಿಯಪ್ಪ ಮತ್ತು ಸಂಸದ ಧರಂಸಿಂಗ್‌ ಇಂಟರ್‌ಸಿಟಿ ರೈಲಿಗೆ ಹಸಿರು ನಿಶಾನೆ ತೋರಿಸಲಿದ್ದಾರೆ.

Bidar-Hyderabad Intercity Express (Train No. 17009)

K.H. Muniyappa, Minister of State for Railways, will flag off Bidar-Hyderabad Intercity Express (Train No. 17009) at the Bidar railway station on Monday at 9.45 a.m.
The train will run six-days a week. There will be no service on Saturdays from Hyderabad and on Sundays from Bidar.
The timings of the train is as follows:
It will leave Bidar at 7.00 a.m. and arrive in Hyderabad at 10.25 a.m. It will stop at Zahirabad at 7.21 a.m., Vikarabad at 8.27 a.m., Shankarpalli at 8.56 a.m., Lingampalli at 9.32 a.m., Sanathnagar at 9.47 a.m. and Begumpet at 9.51 a.m.
While returning, Hyderabad-Bidar Intercity Express (Train No. 17010) will leave Hyderabad at 6.45 p.m. and arrive at Bidar at 10.15 p.m. This train has 15 coaches, one AC chair car, 12 second seating, two luggage cum parcel van coaches, said a release.

Cycling competition

Karnataka State Amateur Cycling Association will organise the seventh State-level road cycling competition in Bidar on September 8 and 9. Over 150 men and 50 women cyclists will participate, district president Muralidhar Ekalarkar told presspersons. Selections for the national road cycling championships will also be held during the two-day event.

Bill for special status for six districts in Hyderabad-Karnataka region introduced.

Amid din in the Lok Sabha on Friday, Home Minister Sushilkumar Shinde introduced a Bill to amend the Constitution and thus provide a special status to the Hyderabad-Karnataka region, under a new Article 371 (J), thus fulfilling the 11-year demand of the people of the area.
Once it is approved by Parliament with two-thirds majority, which is possible only in the winter session as the monsoon session got washed out, the Hyderabad-Karnataka region covering six backwards districts – Bidar, Gulbarga, Koppal, Yadgir, Raichur and Bellary – will get more central funds for development and will be on par with the Telananga region of Andhra Pradesh. Besides, there will be reservation in jobs and education for the locals.
“The special provisions aim to establish an institutional mechanism for equitable allocation of funds to meet development needs of this region and to enhance human resources and promote employment by providing for local cadres in service and reservation in educational and vocational training institutions,” said the objects and reasons appended to the Bill.
There is also a provision to establish a regional council under the special status.

Make effective use of computers, teachers told.

 

 

Raghunath Malkapure, MLC, has urged teachers to effectively use computers in the teaching-learning process.
He was speaking at the inauguration of a training programme on computer-aided teaching for teachers of rural schools, at the Guru Nanak Engineering College here on Thursday. The three-day training is being organised by Indus Foundation, a Bangalore-based NGO, which has promised to distribute 250 computers to schools in rural areas of the district.
Indumati Patil of the foundation said the training was the first phase of the programme. Over 70 engineers of the Infosys Foundation would visit schools in Bidar.
The programme aims to create computer literacy among 5,000 students in the district.

New train to be flagged off

New train to be flagged off

 

K.H. Muniyappa, Minister of State for Railways, will flag off the Bidar-Hyderabad Intercity express at the Bidar Railway Station on September 10.
The former Minister for Railways, Dinesh Trivedi, had announced the train in this year’s rail budget, but the Railway authorities had delayed services citing technical reasons.
Mr. Muniyappa had promised that the express would start on September 10, according to N. Dharam Singh, MP, in a release.

‘This region has had a raw deal’


 

The Union government’s decision to amend the Constitution to provide a comprehensive solution to the backward Hyderabad Karnataka region is historic. However, the backwardness of the region is historic too,” said historian and academic B.R. Konda.
“Places like Bidar and Gulbarga were among the most important cities in medieval India. But they got a raw deal in modern times. This region that has been far behind old Mysore or coastal Karnataka on various human development indicators never received the attention it deserved. It was discriminated against in every sector and failed to get its share of resources too,” said Prof. Konda. He points out that when Mysore University was established in 1916, the whole of Hyderabad Karnataka had just one high school. Students of my generation had to go to private teachers in madrassas, maths or temples to learn the alphabet and arithmetic. The first government schools in Bidar were started in 1954,” he said. English education did not arrive in the district till the late 80s, he added. He explained that there were historical reasons behind this. The Nizams were not focused on education, healthcare, employment generation or industrialisation till very late in their regime. Administration reforms and welfare measures started only after 1900. “But we can only say they had little time to implement their plans,” he said. The type of government and the objectives of politics in Hyderabad were very different from British India or progressive States like Mysore or Travancore. Neither was the administration benevolent, nor was the political awareness among our people high as the anti-British movement did not spread to this region. The only thing we can blame is our destiny,” he said.
On linguistic basis
“To start with, the State reorganisation committee, led by Justice Fazal Ali, had recommended that the Hyderabad Karnataka region should be made into a separate state, with Hyderabad as the capital, and not be merged with the Mysore state saying “development should be the criterion for unification and not emotional issues like language”. However, the Union government decided on linguistic division of states after the fast unto death of Telugu leader Potti Sriramulu. Secondly, we were never welcome in the Mysore state. A committee, headed by the then Diwan Sheshadri Iyer, said that joining Hyderabad Karnataka would be a burden on the state. Even the Union government’s decision to merge HK region with Mysore was met with resistance. Members of the Mysore Assembly debated for three days before passing a resolution of conditional approval,” he said.
“Thirdly, when the Union government introduced amendments to the Constitution to grant special status to Telangana and Marathwada in 1956, the HK region was left out. The argument that these backward regions needed special treatment, would naturally apply to HK region. These three regions were earlier part of the Nizam state and suffered the same fate. It is easy to see that when the Hyderabad Nizam state was broken up into three parts, each part had to be dealt with in the same manner, in equal measure. All the benefits and facilities available to the people of Telangana and Marathwada should have been made available to the residents of Hyderabad Karnataka. But neither did the government extend the same benefits to this region, nor did any of our legislators or leaders demand it. The level of political awareness found in Telangana was not found in HK. Thus we lost the first opportunity for special status,” he said.
He said the idea of a development board for Hyderabad Karnataka was mooted by a committee for development of backward areas, headed by N. Dharam Singh in 1982. But the Hyderabad Karnataka Development Board was not formed till 1992. “The demand for a special region was officially made only in 1996, when the former Minister Vaijnath Patil raised the issue in the form a private member Bill in the Assembly in 1996. Similar efforts were made by K.B. Shanappa in the Rajya Sabha in 2009. The Hyderabad Karnataka Horata Samiti, led by Vaijnath Patil, carried out a sustained campaign for special status and now the movement seems to have come to its logical end,” Prof. Konda said.

Library launched.

 

Superintendent of Police N. Satish Kumar inaugurated a branch of the City Central Library at Police Parade Grounds in Bidar on Saturday.
The library, housed in a building next to the District Police Office, will have books, magazines and internet connection, Mr. Kumar said here.
The library is not just for police officials; residents could also become members, he added.
Earlier, 70 personnel of the department and students of the Police Training School donated blood at a camp organised by the district blood bank.

Use of technology has made police job easy

Chandrashekar Hangaragi has the most interesting headgear in the district. The assistant sub-inspector of police— who mans traffic in the city— has a camera attached to his helmet.
The thumb-sized, ‘always on’ camera records the officer’s point of view video footage all day . A memory chip inserted into the officer’s helmet stores the data which is transferred regularly to a computer in the traffic control room. The Bidar police use this footage to monitor traffic on the roads, analyse bottlenecks and ascertain facts during altercations among people. “The helmet camera is just one part of a data collection network that we are trying to put in place,” says Superintendent of Police N. Satish Kumar.
“Very soon, we plan to have cameras on the helmet or collar of every officer on law and order duty,” he said. Mr. Satish Kumar said the Bidar police were using technology to aid investigation and routine policing. Senior officers used tablet computers to capture images and videos of crime scenes. They used the tablets to capture images, scan documents and e-mailed them to the server room and to their seniors. “This has helped us cut down on time spent on investigation. Earlier, whenever there was a murder or an accident, the officer would write down the names of victims and other details, send them to the police station where a writer would type them, copy the details into the station register and send a signed copy to the Superintendent of Police’s office through a messenger.
This would take hours. Now, I get details of an incident within minutes of our officers reaching the spot,” he said. The use of technology was also helping the police find repeat offenders and fight court cases. Bidar was among the first districts in the State to achieve 100 per cent computerisation of crime records last year. Officers in one police station can easily access records of any offender registered in any station in the district. “Padding up a complaint against repeat offenders with details of earlier cases against them makes the case stronger. This data backup has also made our job of presenting court documents easier,” Mr. Satish Kumar said. Digitisation of records was taken up through the Crime and Criminal Tracking and Networking System and Police IT project. Biometric records of all those arrested for criminal cases were being collected using live scanners and fingerprint recorders. In the second phase, the data would be shared with police stations in Andhra Pradesh and Maharashtra to help track down criminals who committed offences in one State and escaped to another. The police had entered into an agreement with hotels that had closed circuit television cameras (CCTV) on their premises to focus some of their cameras on the road outside their buildings. “There are hundreds of CCTV cameras in the district. The footage remains with the hotels, but we get it whenever it is needed. Such footage has helped us track a gang of highway dacoits and solve some bank theft cases,” he said.

Will special status boost human development?

Hyderabad Karnataka region remains at the bottom on most welfare indicators
There is a sense of déjà vu every time a report related to any aspect of human development in Karnataka is released, with the districts of Hyderabad Karnataka (HK) region invariably at the bottom on all indicators.
The 2011 Census data and the Housing, Household Amenities and Assets Survey for Karnataka, released this year, too showed HK districts at the bottom on all indicators, ranging from female literacy to mobile phone connectivity.
Continuing gap
While the six districts of the region saw some improvement compared with where they stood in 2001, what cannot be missed is the continuing gap in development between the southern districts and those of the HK region.
The 2011 Census reveals that Yadgir has the lowest female literacy rate of 41.31 per cent, and the other HK districts of Raichur, Gulbarga, Bidar, Bellary and Koppal fall below the State average of 68 per cent. At the other end of the spectrum are Bangalore and Dakshina Kannada at 85 and 84 per cent respectively.
Interestingly, the report submitted last year by the Shivaraj V. Patil committee on prevention on child marriage, drew a correlation between child marriage and low literacy rates. District Level Household Survey (DLHS), 2008, showed that districts of low literacy in HK and those in its neighbourhood had an alarmingly high number of girls marrying before 18. It noted that the situation in districts like Koppal and Gulbarga had not changed much between DLHS 2002-04 and 2007-08.
This, in turn, is connected to child and maternal health and mortality. State’s Health Department has classified all districts of HK region (barring Bellary) as requiring special attention on maternal mortality. It is also no coincidence that the worst cases of child malnutrition are reported from this region, especially Raichur and Koppal.
Development chain
Clearly, these human development issues are intrinsically linked to one another and point to failure of the State to create awareness and make focussed investment on welfare measures. The Housing, Household Amenities and Assets Survey released earlier this year further illustrates how this chain of deprivation and skewed development continues.
If the persistence of large family sizes is an indicator of the continued dependence on agrarian feudal economy, it is significant that Yadgir has 35.7 per cent of households with 6 to 8 members. It also has the highest number of households with more then nine members at 13.8 per cent, as against the State average of 5.2 per cent.
The gap is glaring in amenities too. Dependence on firewood is the highest in Yadgir at 86.5 per cent. LPG connectivity in Yadgir is as low as 9.5 per cent. Maximum number of households with no source of lighting are in Bidar, Raichur and Yadgir (all 0.8 per cent), with Bidar having made no improvement since the last census.
On educational indicators too, HK districts predictably figure at the bottom. Yadigir reports the highest transition loss (15.77 per cent) between primary to high school. Bidar has been at the bottom on the ranking of SSLC pass percentage for two years in succession now, with all others figuring in the bottom 10 bracket.
Backward pockets
A close look at the districts within the region also points to the most backward pockets within this backward region, with districts like Koppal, Yadgir and Bidar figuring at the very bottom.
Whether amending Article 371 of the Constitution to provide special status to HK region translates to greater State intervention and investment to improve crucial parameters of health and education remains a moot question.
